Or they can't spare the Astral gems, while having plenty of Water and Nature. One Clam will take micromanagement out of casting Light of the Northern Star the normal way, and provides astral INCOME when it's not in use.
It could also be that the nation only has access to low-level Astral mages (MA C'tis) and needs combat-only buffs to get up to Light of the Northern Star, making them unable to forge the Banner at all.
Or when you need Light of the Northern Star in 5 battles during the same turn, but only have two Banners.
Banner is better when you can make/afford it, just like Staff of Storms is better than casting Storm the normal way. You still see people casting LotNS and Storm, for variety of reasons.
