I think the last three times I've run into ocean nations trying to get onto land very quickly, I've just driven them off because they have so little immediate recourse.

Aye. I was certainly outgunned by the PoD. At one time I had a force with a 50/50 chance to take him down (per SP simulations) but that vanished with his next accessory upgrade.
