The asterix in that message indicates you are NOT in "firer_panic"mode but rather "not quite panic" mode. Likely you may have been pinned when you fired and the game determined the troops aren't quite as steady as they should be
The next step down ( or up depending you your POV ) would be "Hit Chance XX% * - Firer Panicked "
