Can't say I've observed this. Unrest drops by roughly 35 if taxes are zero due to (100/3)+1 = 34, and I'm guessing there's some rounding involved in there somewhere (maybe high dominion drops it by 1.5 or something) to account for the extra 1.

Also, if I see any of my +ve dominion provinces on 1 or 2 unrest, I usually manually set taxes to 100, and wait for the +ve dominion to reduce it to zero. This sometimes takes a few turns to happen, but if unrest reduced by 5 every turn, 1 or 2 unrest would always reduced to 0 the next turn. I certainly have never seen this from my experiences.
personally I think there is a *chance* that unrest declines by 1d per turn. Certainly it is not 5 per turn.

From the manual, speed, flying, and precision (well and pb bonus) make better patrollers.

Many times, however, I will *not* patrol, due to the population loss.
