C'tis is not in ultra bad shape, but not in super good shape either. I have now found out I simply do not like the map, and I especially do not like where C'tis has started
Still, with an enthuastic player and good diplomacy C'tis can be strong, especially after it at turn 40 or so (
) is finally able to clear the provinces in the vicinity of the capital.
