Second, Even though I am producing INTEL points my counterintel meter never moves! I am getting reamed by intel attacks but I can't seam to protect myself at all!!! strange stuff.. What do you think?

Have you selected COUNTER INTEL? If so stager it, and do not spread the Intel points out. Again, post your save.game file.
