1. Yes, it seems the most likely if not the only option at this stage of the game
2. No.
3. Yes, there're but with any of them you would get a message about an event in your province.
4. Probably not. Mind hunt is the best option here but I doubt you have it. Also, big sneaking forces should be rather easy to detect.
