As for my extra crew, they appear underneath various platoons. Mechinf, Tanks, ATGMs (vehicle), artillery. And they did appear in the deployment phase IIRC.

There does seem to be a problem here. I pressed "repair all" and had points left over, and the crews are appearing for some formations.
(It may have something to do with the 190 odds units, with 71 platoons, many of them single unit platoons, and
no company level HQs
at all .. )
Did you sell any core formations at any point?
