Dont use either very often but the exp of the pilot would count as think works
Pilot passes can attempt to evade lowering hit chance, might check against firers exp so set up a test with all units set to 70 exp. Also if his EW beats the SAMs lowers hit again.
On Patriots hits pretty sure I have seen quite a few 200 plus damage hits in the past but dont use Area SAMs much so hard to be sure.

Either look in the OOB editor for an error or do a test in game editor.
Use Allies button & buy both SAMs for 1 side. Change them so arranged in order of Patriot Tor Patriot Tor etc & place both in the same hex that way those 2 units will fire 1 after the other.
Dont use SEAD or you will suppress second firer.
