Dominion does not spill over when its "full". It spreads continuously. 70+% of the time, it will *not* be expressed in the territory that generated the temple check.
For example:
If there is a world of three provinces. In the following example, A & B are temple provinces with dom 1;"-" is a province with neutral dominion.
A-B
Presume 10 initial dominion - so you are generating 2 temple checks.
27% of the time a will receive a dominion increase - same with b.
However, the most likely dominion result after 1 turn would be:

This is not at all what Capn's explanation says, which predicts a 202 result.
