That was the scale bug that was finally defeated in patch 3.13 or 3.14. It was caused by a corrupted geotable, which messed up neighbor relations and many other things and also allowed Dominion to jump clear across the map.
It should not happen anymore, or not as frequently as it used to, because Dominion increases may jump over provinces in some cases.
