In my opinion, it makes the first turn gamble a bad one. On the upside, you gain one territory.
The downside is you lose the game. And sure, the upside happens 7 out of 10. The downside is a real bummer however.
Like you, I don't like capital events for the first 6 months or so. The real bummer of the misfortune scale is that an early event like barbarian attacks or plague - isn't so much that it knocks a player out of the game.
It *also* distorts the game for the rest of the players. Ie., someone gets free expansion.
Attacking blind is a little bit like that luck event. If you wait one turn you can vastly increase your odds. You can choose the weakest province to attack, you can add bodyguards - or, if they are all too strong, you can sit and research something that will give you better odds.... If you don't wait, its trusting in luck.
