Oh, and just to avoid any further confusion, I'll give a more accurate definition to the victory conditions, which were defined as thus in the first post during recruitment:

With thirteen players 40% of capitals is 5,2 ~ 5. We have 132 provinces, 40% of which is 52,8 ~ 53. So a player will win if he holds 5 capitols and 53 provinces for 2 consecutive turns. Compared to many other games, this is pretty "easy" to achieve,
so people are highly encouraged to keep an eye out for potential winners and take pre-emptive actions well before they can reach the requirements. It's especially dangereous if someone manages to take the 5 capitols, since air-dropping around to take the province requirement really isn't that hard.
