This has been discussed before, but Star Wars and Star Trek might not work to well as mods as the basic structure of the universe isn't the same. B5 might work. It all depends on how close to ideal you want to come I guess. I don't know what Star Control II is so I can't comment on that.

If I could wish for a mod it would be for one based on David Weber and Steve White's starfire books based on the boardgame starfire that heavily influenced Space Empires IV.
