It is really much easier if you quantify the sort of figure that you mean by "low" - e,g is your low 3 or is it 12 or 22?
In SPWW2 you will not see much air support at all below
20 hexes visibility, since WW2 planes don't have night vision aids. Almost none under 10. In random battles, at least.
20 hexes is a kilometre, and so a clear full moonlit night. (A "bomber's moon").
Jumping out of perfectly good aeroplanes to dangle on a handkerchief is also rather more dangerous an activity if visibility is low. Ditto trying to crash a glider.
In the
scenario designer, you can of course buy any amount of air you desire even if the visibility is nil. Just expect mayhem on meeting the ground, and any supporting air strikes wandering all over the place.
Paratroopers and transports/gliders really are
scenario designer toys. Air landing operations were not random on-the-fly things decided at the level of a colonel or brigadier at a few hours notice, but took weeks/months of preparation at army level or higher. Those unit classes probably really need to be cut from the random battle purchase list.
