Default The descriptions of PD

I did not find information on the scout descriptions of PD in any guides or threads so I did some testing in a hot seat game. Here are the descriptions of PD a scout will see for various levels of PD.

PD strength Description
1-5 One Officer and a few loyal henchmen
6-19 Quite well organized
20+ Exceptionally well organized

The implications are that to hold off a human opponent, PD 1 is as good as PD 5 for most situations. And PD 6 looks like 20 so is more likely to hold off a sneak attack by light forces.

PD 21+ is rarely worthwhile but that's general knowledge.

Another note is the behaviour of the AI. Annecdotal knowledge suggests that the AI only sees PD in 10's and the break points are 1, 11, 21 and so on. Therefore, against the AI most vets suggest using PD 11 to keep the AI from attacking with raiding forces.
