It's not a server, "just" a status script, albeit a very good one. It's operated by the user "matryx" for the Something Awful "goons" to keep track of network games.
Since the llamaserver and PBEM gaming is the de-facto standard for playing Dom3 MP now, it's no wonder that you didn't recognize it yet. It once was even in the "MP Server list" sticky, though:
