Patrolling for sneakers happens after movement, so it really shouldn't have any chance of stopping the army.
Added: I had something similar happen in an SP game recently, but without the scout. I don't see any reason to think he was related.

I don't even think the scout was moving. If it's true that blocked armies go patrolling rather than defending, then that is my answer, and it makes perfect sense for so many patrollers to find the scout at that point. Thanks.
