I'd say they are good, but costly. Plus supplies. Meaning that as soon as they can make an SC a turn, they generally switch to this. And they can do so quite soon - the only thing really needed is Const4 and some gems. Then Alt2-3, Conj3 - all reachable by year 2. Of course, EN bless is also needed - but it's useful for any giant nation and most others as well.
To Pyg: I think their chariots slow - of course, Haste helps with this, but.
