It's a bug because behavior is not what it should be and also because there're plenty of other prophet bugs (like being unable to assign a new prophet if your prophet died from disease late winter etc). I'm not sure if they've been fixed or not. If this issue occasionally helps to find out what's going on with prophet\late winter, I'll be glad. Although, frankly speaking, I seriously doubt it
