no, PD does nothing to reduce unrest, it only patrols against enemy scouts and other stealth units. however in most cases just letting the auto taxes do their work will be enough to reduce unrest to 0 in a few turns. if it started too high than manually lower the taxes below 50%(even 0 if you have to) and after a few turns it'll be better. only in extreme situations(or permanent unrest events) you'll actually need to send a patrolling squad.
