Here it isn't (so much of) a problem - as you yourself pointed out. It doesn't get added to the problem of Daughter being useful almost only as researcher while being capital only. In most other cases mage apprentice is hire-anywhere so it looks fine both from thematic (we all see many cases where there are many lesser education centers throughout the country with a big one at the center who teaches at a higher level) and gameplay point of view. But in Man's case it's stated that Witches' education is done only at the Forest of Avalon. And here, as you point yourself, both Daughters and Crones are recruited...
I more or less understand this thematically, but it just seems awkward.
