Haven't tested it myself, but judging by the wiki, despite what the item's flavour text says it's just 1 (one) additional AN attack on top of whatever the wearer already has. Kind of like a Dancing Trident.
A quickened Great Kraken would only get 2 Astral Serpent attacks, I think.
