I think thats what Gila was saying, think though not certain.

Unit gets full accuracy & defence modifiers after it has remained stationary for an entire turn.
In other words if you moved it last turn it still has penalties.
Nothing like as bad as if moved.
Think of it as taking a turn to bed down & take up best positions.

Just remember who moved never have any real probs even n 200+ unit games
