All air launched missiles are HE weapons. They are guided bombs, not ATGM. Therefore, they can affect several targets in the same or adjacent hexes with the usual blast damage of large warhead HE rounds, even if decoyed away from the original target, which therefore does not receive a direct HE strike.

No bug. The weapon class is doing what it always has done.
