Well, one meaning of 1 rudra worth 2 tart titans is probably in general value. It's natively mobile (fly, trapeze), with excellent paths with useful combo, it can SC/battlemage with equal aplomb, no magic duel vulnerability and no 25% shattered soul (which can raze your temple and pillage your lands on top of just pouting). Tart titan have an immense variety of paths, some make excellent SC and some not, not all tart titans are created equal. Comparison between them is very slippery, think of it as rock paper scissor, the gear, script, circumstance all heavily influence any comparisons.

That said, in general an anti-tart setup rudra should be able take on general anti-chaff equipped tart titan 1v1 barring some bad luck (or even 1v2, depending on paths, script and gear). Are you buffing the right stuff and watching fatigue? As Jedi mentioned, if your rudra is expected and the tart in question is scripted and/or equipped for it, then it becomes a bit of a toss-up. Rudra NEEDs their buff, so as Jedi noted many flyers and the like can ruin their day if they don't have screens to buy some buff time (watching 75% hp loss route rule meanwhile...).

An actual example, lets say a tart Titan is armed with gladiator gloves, jade armor and a fly boots, scripted to attack on turn 1, I doubt a single lone rudra with any gear and script can win without a healthy helping of miracles. The devil is always in the details...

You also want to factor in situations that don't involve lone SC vs SC duels, often times you may have to wade through chaffs and spells to get at SCs in army battles, you have to tailor the gear/script to what you're facing.

Someone to buff Rudra up also help him realize his true potential, ethereal, luck, quick(ness)/(ening), weapon of sharpness, might of giant ...etc, though same is true of all units, just some more then others.

Then again, the value of rudra isn't always in its combat prowess, it can pay for keeps just as a battlemage (a highly mobile one at that!).

I'll throw one example out there, Rudra can cast wailing winds easily, and the nations that can summon rudra either has native awe troops/commanders or great national summons with awe while lacking easy access to A/D path combo. Against armies with morale (not mindless, not some undeads...etc) your gandharvas / kydnids or thug/SC with native awe/gleaming gold shield is going to really enjoy that refreshing breeze.
