Rat Tail increases morale sometimes. I used it in a test game against some Yakshinis that were well armored by equipment and magic, and it always seemed to increase their morale. Then I tried using it in the test game against some other units, and against Yakshinis that were not well armored, and it decreased their morale. I couldn't find the exact trigger for the change.
