15 fear is just a lot. Very easy to increase even. Throw in some death, a fear helmet and you have fear 20. Give dom 9, awe. And you are untouchable.
Ps, random paths on pretenders is a bit bugged, it increases their costs in unexpected ways. I posted about that in the modding forum a while back.
