And when they are all sold we will be happy to remove them. Until that time, no. Goverments change. If they are still in inventory they WOULD be used in the situations the game simulates
I still have NO IDEA where you see Kürassiers with tandom heat ammo in the official OOBs in any release I've checked so I think you have someone elses OOB in you game.
