Does positive enemy dominion help you? (in vanilla and/or CBM)

I read some posts that suggested only Growth (if they have it) would affect you when an enemy dom spreads to your lands (the other positive effects would not). But, in both vanilla and CBM, I see the positive icons for luck, order, etc in the gui!

Can someone confirm what happens when an enemy dom spreads into your lands?
