I would think that because the Soviet equipment is cheaper that both forces should get 15,000. A Soviet MBT is far cheaper than a M1A1. Or should the Soviets get something like 25,000 points versus the US 15,000? Any insight or thoughts would be appreciated.

Hello. I do not think my answer is the best but I give my opinion.
If you want a further 4 to 1 then you take 15000 points and give IA 60000. Try to see what happens.
I'm not sure that the AI buy according to what you say, 4 to 1 in tanks, 10 to 1 in artillery ...
You may be purchasing for the IA and the IA deployment does. You know from that units fight but would not know your disposal.
