My starting points for a core force will be 15,000. How much should the computer AI be given to reflect the mass numbers of troops and equipment?
I would think that because the Soviet equipment is cheaper that both forces should get 15,000. A Soviet MBT is far cheaper than a M1A1. Or should the Soviets get something like 25,000 points versus the US 15,000? Any insight or thoughts would be appreciated.

You do not give the AI any specific "number of points" in a campaign. It gets given the value of your core forces plus any supports, times the battle type modifier (e.g. 1.0 if it is a meeter).
The points value setting on the preferences page in a long campaign is
only relevant for your
initial core troops buy.
The air setting is always treated as XXX in campaigns, again ignoring preference pages.
If you want the AI to have an advantage (or disadvantage) then see the setting for the INI file AIAdjustPercent modifier (See game Guide -> Playing A Campaign, scroll down to the box describing it).
