hmmm I can guess how many provinces he has sort of but I need to check. not a leading position but deffinately not a loosing one. Somewhere in the middle so there is still chance to get good allies and to get the game but it needs some work. If you said you'd give a delay then you should wait
. Otherwise you could be strickter in the future if you want to. I personally am fine with big delays since I might need them soon
