Let's see: 3 sat bays + 3 cargo = 6[QB]

IF you want the ship to hold precisely 6 sattelites, I suspect turning one of the 3 cargo bays into a Supply bay will do:

Assuming ofc that still meets the 50%-minimum for cargo issues (Supply Bays are listed as a cArgo Type component, why the hell don't they count? Large Transports filled with Supply Bays would make great fleet-resupply ships ... !!).
