Caelum's ambassador wonders if this means that advance notice in the NAP was never specified, or if Niefelheim is just unreliable.

In other news, Caelum's ambassador also wonders if the massive number of hurricanes sent our way weren't Niefelheim's way of preparing for war with Caelum then who DID send such tropical gifts?
