Because the designer designed them in. Just like he decided what forces there will be, their placement and the V-hex arrangement. You cannot change any pre-set gold spots in a
scenario, unless you edit it in the scenario editor.
You can set them in the pre-game (turn 0) bombardment screen in a generated battle.
