#1: You could use Edi's spreadsheet, filter by site rarity, and add up the gem totals for each rarity. That could give you a rough idea.

#2: You can probably assume that any competent player is not going to finish a game with a pile of gems that he didn't use (excluding the game winner, who may not have needed all his gems). So, gems spent should equal gem income. However, they may have been alchemised to other gem types. And you need to factor in gem generator globals and AN, and events which grant or destroy gems. If you have a bunch of accountant friends, get them to buy dom3 and play with you, have them keep track of a gem income/expense/loss for each turn, and then look at the totals when you are done. Of course, that'll only give you info on gems spent by accountants playing dom3.
