Not really. There's no way to control what order the AI colonizes worlds in, or even influence what types of worlds it chooses based on the total number of available worlds in the given system. It's just one planet at a time, and only mineral/organics/radioactives levels can be tested. Not planet size, not planet atmosphere, and especially not presence or absence of other planets and their relative sizes and values.
I hope the AI is usng more than this when it is doing the computations in an actual game. If only we could be given access to more of those factors.
