Necromancy within reasonable limits (only with the consent of the to be reanimated) has long been a staple of the Republic!

There are some concerns about the civil and economic rights of reanimated intelligent beings, and some within the peoples Republic fear that growing numbers of intelligent, voting undead could upset the political system of the Peoples Republic. Others voice the concern considering the risk of scientific stagnation, or overpopulation.
The Peoples Republic is addressing these issues with a large degree of state control of Necromancy, as well as direct democracy elements involved in choosing persons to be reanimated.
While Undead citizens of Ulm enjoy full civil rights, their ecomic rights are a bit limited by a introduction of a fairly high toll tax on undead beings.

OC: Actually, managing a state with sentient undead/sentient revived immortal persons would be quite complicated, and would likely lead to stagnation. A ruling class of undead or future undead is another likely outcome if reanimations are controlled by the state or a ruling class.
