I think it originally was. Or usually was.
There was a patch that fixed that and afterwards the bug still happened but now it happened in SP too. I think it's rarer now, so it may be that one cause got fixed and another didn't.
It can also happen with a mod mismatch, but that's not really a bug. Just the battle engine doing the right thing with different units.
