It's not skill level = RP, it's skill level + unit based constant = RP. Usually the unit based constant is 2-3, but occasionally you get something like a sage (I believe they have 10), and there are a few that are actually negative (The Chayot has something like -12).

I was not using "==" in a C++ sense! I meant "equates to", i.e. you get some RPs from your magic skill level (also, including boosters). It seems this was omitted from the manual
