EDIT: Whoops! It seems there are VPs in this game (when there shouldn't be).
Restarted the game, because of that. Ignore the first turn file (use the second turn file!).
EDIT2: Ok, there still seems to be VPS on the map. However, I made sure before hand that VPs were disabled so that shouldn't be an issue. Must be part of this specialized map I'm using (with the 12 custom starts).
