1) protection applies one you are in the hex
- but most protection is better when it has achieved stationary status. (ie next turn)
- infantry are more vulnerable the more hexes they have moved that turn. (To include any transport movement - zooming up 15 hexes in an APC and unloading in view of a healthy enemy element is very unwise).

2) If in radio contact or in contact then it can - if not, then not. (if the first few rallies came from Lt Bloggs, then it was close enough. If all the rallies were from Cpl Clott, then it was outside Lt Bloggs influence). C&C is adjudicated at the beginning of the turn, not at the point of rally.

3) No - skill coaching is only effective at very short ranges (up to 3 hexes IIRC).
