Default Helicopter Durability

I've been going thru the OOB's and came across something curious.

In the editor helo damage capacity is shown under "HE-Steel Armor" and their actual armor under "HS-Steel Armor".

Units compaired are listed as heavy (or comperable medium) helicopters.

Now I know early helicopters were more fragile then modern ones, and Russian equipment is renown for durability...but...
