It appears there had been a sound FX hardcoded for AT rifles but at some point that was changed. Hard coded sounds can sometimes be complicated in that they only take effect when the weapon has a specific warhead size and perhaps a specific weapons class or even a specific HE kill value. It *MAY* be that we adjusted the ATR's "out of range" for that sound effect.
