That is the whole point of a consolidation patch.
All the previous incremental patches are obsoleted by being rolled up into the
one consolidation patch. That's why they are no longer available for download.
(Naturally - there will be a few more
new incremental patches coming along this year and the next few, till we decide that yet another consolidation is necessary.)
