I'm not so sure about that - yes, with two weapons, you have a better chance that one of them hits than if you only have one gun at all; so that would suggest higher ACC.
But you can also get hits from both, which would suggest higher KILL.
Incidentally, you could make the same argument about multi-gun mounts - after all, the main reason why AA tends to use them is not to get
more rounds on target, but to increase the chance that there are
any hits at all...
