Default Units with nation number 0 in US OOB
So I noticed some units in the US OOB (12) having a Nation number of '0' (that's zero) instead of the expected '12'.

Does the Nation number zero have some special significance, or does the Nation number have no effect in the game?

If this isn't just one of those features that has been around since whenever and I just didn't know about, then I'll be giving more specific examples when I get access to the game again.
