Playing as Russians or early war Americans will have low morale level units. Playing with the Germans, SS or British increase morale units, as units gain more experience they can withstand more punishment, but getting plastered by a bunch of artillery will never make them happy, or seeing a bunch of friendly units getting whacked either.
