As said before this is a tactical game of a few hours single day battle,
not a strategic where may be days perhaps, and many battles for an outcome.
Once you understand that, then you will see the is no need for limited fuel here.
One other suggestion is to set it to low repair on campaigns, If can't you repair a particular AFV APC ect.,then consider it not refueled also, and then just move them off-map asap on next battle.
